- Abstract
- The mechanisms of appointment of managing personnel are under analysis. To the author's view it is based on nepotism, priority of personal loyalty and informal relations. The similar factors play main role in situations of removing managers from their positions for the lack of professionalism. It results in lowering of intellectual potential and moral qualities of power, in serious shortcomings of managing process. It also leads to predominantly negative image of power in mass consciousness - despite of high authority of the First person in the State, what destabilizes our political system. At the same time the changes of the last time in the scope of conrol over the behavior of officials inspire some optimism.
