Abstract
The results of empiric study of peculiarities of value-meaning sphere of middle and low level state service managers (district, regional, cities administrations) and entrepreneurs of small and middle business are presented. Comparative analysis of their priority values and self-rating of the level of life goals realization is presented as well as empirical structure of value-meaning sphere of state service managers and entrepreneurs is defined. It is established that for state service managers the main factors in the structure of value-meaning sphere are: "career-professional orientation" and "service to the people". In the structure of value-meaning sphere of entrepreneurs "orientation to entrepreneur's activity", "material orientation" and "healthy way of life" are at the first place.
