Abstract

The growth of civil activity is due to the development of civil society, the expansion of the capacity of civil society institutions to represent and protect the interests of citizens, the formation of new communication channels for cross-border interaction between people. Being an individual need, civil activity in modern conditions is very quickly objectified not only to interested subjects, but also to an almost unlimited circle of people who have shown interest in such activities, which makes it one of the actors of public policy. Taking into account the achievements of philosophy, political science and sociology, the author examines the mechanisms for the formation and support of civil activism based on the economic independence of the majority of the population and a conscious attitude to the state as a guarantor of security and social stability in society. The author sees the modern purpose of the law as to encourage, form and direct civil activity in a creative direction. Institutional constitutional and legal regulation of public relations associated with the active participation of citizens in the exercise of their rights and legitimate interests in all spheres of life, in the activities of civil society and public legal entities, allows for the real freedom of the individual, all subjects of public and political life, to harmonize their diverse and multidirectional interests through the use of institutional and legal means.
