Abstract
The authors investigate impact of new information and communication technologies (ICT) on the structure and nature of social relations in civil society. Attention is drawn to the fact that ICT do not lead to a harmonious improvement of the standard of living of all strata of society. The question is how to use ICT to reduce social risks, primarily, to solve contradiction in the development of the information society (IS) - the increase in the number of socially vulnerable citizens with the general increase in the number of ICT users. New models are proposed and prospects of ICT development are investigated. The authors make assumptions about the causes of negative trends and suggest approaches to change the situation.
